Harry's first year was ten years after the events of the Godric's Hollow Incident (as chronicled in 31.10.81). Therefore, Percy was a prefect during Harry's first year (1991-1992) and second year (1992-1993) and was Head Boy during his third year (1993-1994). However, as noted in the summary for this fic, in this AU Harry's first year is twelve years of the Incident, therefore it is -- as also noted in the first paragraph of this chapter -- set the during 1993-1994 school year, so Percy is Head Boy, not a prefect.
