A few Ravenclaws were studying Wizarding laws when they stumbled on the law governing the training and licensing of Apparition. It is so vaguely written that any person under any supervision of any instructor can practice Apparition at any time. There is no mention of the qualifications of the instructor or if the instructor must be present to practice. Therefore, any student of Hogwarts qualifies. Once the student population learned this, everybody started "practicing." It will take the Wizengamont over two years to update the law.
